首先确定境外生产企业是否在海关总署准入（gacc）允许进口宠物食品国家地区产品名单中 ；据海关总署更新美国宠物食品注册生产加工企业名单中截止目前共有51家企业获得gacc准入。

其次，需要持有农业农村部颁发的进口饲料登记证。
依据农业农村部公告20号《宠物饲料管理办法》规定：境外宠物饲料生产企业向中国出口宠物配合饲料、宠物添加剂预混合饲料的，应当委托境外企业驻中国境内的办事机构或者中国境内代理机构向国务院农业行政主管部门申请登记，并依法取得进口登记证。未取得进口登记证的，不得在中国境内销售、使用。同时包装要附具符合《宠物饲料标签规定》要求的中文标签；产品卫生指标符合《宠物饲料卫生规定》的要求；使用的饲料原料和饲料添加剂要符合《饲料原料目录》《饲料添加剂品种目录》的要求等。
